we are seeking suppliers for the following petroleum products:
### required quantities:
1. **jet a1 fuel:**
spot purchase: 1,000,000 bbl
contract: 3,000,000 4,000,000 bbl for 11 12 months
2. **en 590/ppm10 diesel fuel:**
spot purchase: 50,000 100,000 mt
contract: dependent on refinery availability for 11 12 months
we are prepared to commit to 300,000 400,000 mt
if the pricing is attractive, we are willing to purchase both products together. if the proposal meets our criteria, the sco must be registered by the title owner (sgs). following an agreement on pricing and procedures, we will issue an icpo directly to the seller.
### required procedures:
#### en 590 purchase procedure (full approval required by client)
1. **buyer sends an irrevocable confirmed purchase order (icpo)** on company letterhead, signed by an authorized representative, and sealed with company details. icpo must be accompanied by a color copy of the passport and mt199 or rwa from the buyer s bank to the seller s bank.
2. **seller issues a commercial invoice (ci)** for the buyer s signature and return.
3. **upon receipt of the signed ci, seller provides the following ppop (partial proof of product) documents:**
a. tank storage receipt for coastal fuel tanks
b. injection report
c. analytical report on the quality and quantity of the product
d. sales and collection authority (atsc)
e. product availability declaration
f. certificate of origin
g. export license
h. unconditional dta and atv for dip testing in the seller s tank
4. **buyer conducts dip test with sgs/intertek/veritas** at their own expense and provides a copy of the report to the seller.
5. **buyer arranges logistics** for storage terminal or vessel with seller s inclusion in the logistics program.
6. **seller injects fuel into buyer s tanks or vessel.**
7. **within 24 hours post injection, buyer issues payment** via mt103 tt, and the seller transfers title documents along with any additional pop documents.
8. **upon successful completion of the first transaction, the seller issues a 12 month supply contract for buyer s review and acceptance.**
9. **commission payments:** seller pays intermediaries per ncnda/imfpa agreement, and buyer does the same on their side.
